Los Angeles is considering sending “Dear John” letters to the homes of men who solicit prostitutes hoping the mail will be opened by mothers, girlfriends or wives.
Questions for discussion:
1. How would the authorities be able to determine if the accused was merely driving down this street, not actually soliciting any adulterous behavior?
2. Is it better to try and achieve a safer society by eliminating all threats (including assumed, potential threats that have not yet occurred) as opposed to just punishing those who have 100% committed a crime?
